The topic sums it all, how to go about link building. Well the answer to this is not one that you could be certain off. There are quite a few things that might affect your decision and strategy.

First you have to put your mind together and decide on the fact that what do you need links for. are you looking for some exposure or are you looking to just build a better PR so that you can exploit that later on.
In both of this condition the strategies would be different from one another. I will today tell you about my possible strategy if I was looking for either of the two things above. Let us take things one at a time.

If I want exposure, I would do buying links on blogs that can give me exposure that is those blogs which have high readership or viewership. It will be costly and therefore I would be buying less number of links but I will get what I want, at least for first few days. After that mu viewership will depend more on my content than anything else

If I am looking for a PR boost I will start a brand new blog and would build links through signature links and comments. Occasionally I would buy some links on sites. All this while I would make it point that I update my blog regularly and only with original content. I would also make sure that no matter what I am not going to let any outbound link off my blog. No outbound links would help the cause a great deal and would surely give me a PR 4 or PR 5 in the next update.
